Background of the Study
Governance reforms in Nigeria have been a response to the need for more efficient, transparent, and accountable local governance. In Nasarawa State, several reforms have been implemented to enhance the capacity of local government administrations, including the decentralization of decision-making, the introduction of e-governance, and the restructuring of administrative processes (Tijani & Ibrahim, 2024). These reforms are intended to improve service delivery, increase local government responsiveness, and create a more participatory system for citizens. Nasarawa Local Government, being one of the key administrative units in the state, has implemented these reforms with the aim of improving its administrative capacity and overall governance quality. This study will examine the impact of these governance reforms on the local administrative capacity of Nasarawa Local Government.
1.2 Statement of the Problem
Despite the implementation of governance reforms aimed at improving administrative capacity, Nasarawa Local Government continues to face challenges related to inefficiency, corruption, and lack of transparency in its administrative processes (Omar & Musa, 2023). These challenges undermine the intended benefits of the reforms and hinder effective service delivery to the community. This study aims to evaluate the effectiveness of the governance reforms in improving local administrative capacity and identify the barriers that have limited their success.

To assess the impact of governance reforms on the administrative capacity of Nasarawa Local Government.
To identify the factors that limit the effectiveness of governance reforms in Nasarawa Local Government.
To recommend strategies for improving governance reforms to enhance administrative capacity in Nasarawa.

1.5 Research Hypotheses
Governance reforms have improved the administrative capacity of Nasarawa Local Government.
Corruption, lack of political will, and inadequate training have hindered the success of governance reforms in Nasarawa.
Strengthening accountability mechanisms and enhancing staff training will improve the administrative capacity of Nasarawa Local Government.
1.6 Significance of the Study
This study will provide insights into the impact of governance reforms on local administrative capacity, focusing on Nasarawa Local Government. It will highlight the challenges of implementing reforms at the local level and offer recommendations for improving governance and service delivery.
1.7 Scope and Limitations of the Study
The study will focus on Nasarawa Local Government in Nasarawa State and will examine the specific governance reforms implemented there. Limitations include the difficulty in obtaining reliable data on administrative processes and the potential influence of political dynamics on the outcomes of the reforms.
1.8 Operational Definition of Terms
